Understanding decision makers? perceptions of Chiang Mai city's transport problems an application of Causal Loop Diagram (CLD) methodology

Resumen

This study reviews the perceptions of Chiang Mai city's transport decision makers in relation to the development of the local transport system. The objective is to gain an insight into their views of the city's transport problems, sustainability, and possible mitigations to solve the problems. The information is captured through interview and a causal loop diagramming (CLD) is used to assess transport policies. The study reveals policy makers are aware of the existing problems, yet their current assessment of how to improve the system is questionable. The analysis also reveals a strong focus on particular themes and strong ?group-thinking? among the decision makers. These findings point to an urgent need to introduce the policy makers to the tools now available to help them comprehend the complexity of the transport system, thus increasing the likelihood of successfully identifying and tackling the root causes of the city's transport problems.
