Resumen
O texto apresenta pesquisa realizada em âmbito nacional sobre a implantação do SUAS no Brasil. Considera a importância do processo de investigação na formação de pesquisadores e propõe-se a contribuir com o debate no campo da proteção social ao considerar a Assistência Social como política pública e direito da população. Apresenta problematizações sobre as categorias centrais da Política Nacional de Assistência Social - PNAS/2004, indicando a necessidade de compreendê-las no seu caráter contraditório e no desafio de romper com uma visão conservadora impregnada na área. Apresenta, de forma inicial, o debate sobre as tendências da proteção social em tempos de nova crise capitalista. Por fim, aponta a necessidade de aprofundar a reflexão sobre o denominado processo de ?assistencialização? das políticas sociais e argumenta que é precisoaprofundar o debate na perspectiva da defesa da Seguridade Social como campo da proteção social.Palavras-chaves: Proteção social, Política Nacional de Assistência Social, SUAS, implantação, crise capitalista, assistencialização, seguridade social.BRAZIL?S SOCIAL ASSISTANCE UNIQUE SYSTEM: presenting the research, rising questions on the social policyAbstract: The article presents a research developed nationally on the implementation of SUAS (Unique System of Social Assistance) in Brazil. It considers the importance of the investigation process in the capacity-building of researchers and aims to contribute with the debate in the field of social protection by presenting Social Assistance as a public policy and as a right of the population. It also presents questions on the central categories of the National Policy of Social Assistance - PNAS/2004, pointing out the need for understanding its conflictingcharacter and the challenge of overcoming a conservative perspective disseminated in the area. It introduces the debate on the trends of social protection in the context of a new capitalist crisis. Finally, it indicates the need to strengthen the reflection on the so-called process of "giving assistance" to social policies and argues that it isnecessary to promote the debate affirming the importance of Social Security in the field of social protection.Keywords: Social protection, National Policy of Social Assistance, Unique System of Social Assistance, implementation, capitalist crisis, giving assistance, social security
