Resumen
Este artigo parte de peculiar abordagem epistemológica, destacando que, ao contrário de parte expressiva do acervo do conhecimento ocidental, a questão social não repousa suas origens na Antiguidade Grega, deitando sua gênese na Idade Moderna. Destaca as primeiras manifestações dos direitos humanos e, nesse contexto, uma das espécies desse gênero: os direitos sociais. Esboça um estudo crítico da teoria das gerações de direitos e da pirâmide de Marshall. Concluindo com um estudo acerca dos óbices atuais à implementação de políticas sociais num mundo globalizado e neoliberal.Palavras-chave: Direitos humanos, direitos sociais, globalização, neoliberalismo.THE INVENTION OF SOCIAL RIGHTSAbstract:This article comes from a peculiar epistemological approach, highlighting that, unlike a significant part of the Western knowledge collection, the social issue doesn?t rest its origins in the ancient Greece, it lies its genesis in the Modern Age. It highlights the first manifestations of human rights and, in this context, one of its branches, social rights. It outlines a critical study of the theory of rights generation and Marshall?s pyramid, ending this undestanding with a study of current obstacles to the implementation of social policies in a globalized and neoliberal world.Keywords: Human-rights, social-rights, globalization, neoliberalism.
