Resumen
O artigo analisa os condicionantes econômicos e políticos no processo de descentralização da Política Pública de Saúde no Estado do Piauí, no período de 1997 a 2005, tendo por base teórica as formulações de Marta Arretche. Objetiva (-se) verificar como esses condicionantes influíram na decisão de habilitação do Estado na condição de GestãoPlena do Sistema Estadual de Saúde - GPSE, entre 1997 a 2001 e 2002 a 2005. Trata-se de pesquisa baseada em dados disponibilizados pelo IBGE e pelas Secretarias de Fazenda e Planejamento do Estado e em entrevista semiestuturada com gestores e técnicos da área da saúde. Constata que a habilitação em GPSE ocorreu em função da ação políticadeliberada do Governo Federal e do executivo estadual, e não das condicionalidades econômicas do Estado. Portanto, os condicionantes políticos foram determinantes para a habilitação do Estado. Palavras-Chave: Política Pública, SUS, descentralização.THE DECENTRALIZATION OF HEALTH POLICIES IN BRAZIL: the strength of political will.Abstract: The article analyzes the economical and political conditions in the process of decentralization of the public health policy in the state of Piauí, in the period from 1997-2005, based on theoretical Marta Arretche formulations. It aims to determine how these factors influenced the decision to license the state providing full management control of the State System of Health for the periods between 1997-2001 and 2002-2005. This research is based on data provided by IBGE and the Departments of Treasury and State Planning and semi-technical managers and on our entire health care. It was found that the qualification in the GPSE action was due to the deliberated policy of the federal government and due to the State executive and non-state economic conditionalities. Therefore, the political constraints were instrumental in enabling the state.Keywords: Public Policy. SUS. decentralization.
